Sir,

With reference to my Confidential Despatch of the 1st ultimo, I have the honour to inform you that in addition to the saving on Public Works referred to therein there will be a saving of $13,000 on the vote for the Clock Tower which cannot be completed this year. This brings the total saving up to $245,000. From this has to be deducted the sum of $15,700 for extension to the Government Offices sanctioned in your Despatch No. 11 of January last, leaving in round figures $230,000.

2. In view of the fact that the Bacteriologist is in the Colony and has no place to work in, I have authorised steps to be taken to proceed with the building of the Bacteriological Institute, (estimated to cost $30,000) and as less than $10,000 will probably be spent this year, I have also authorised the Disinfecting Station at Kowloon to be proceeded with. It will not be possible to spend more than $3,000 on it this year.

3. The total saving on Public Works will therefore...
